IRG, an Engility Company, seeks an experienced Director of Administration and Finance (DAF) to lead activities for the anticipated Feed the Future project focused on targeted agricultural value chain development in the Eastern Congo region.

The DAF is responsible for project finance, operations, and compliance, ensuring effective and efficient project management in accordance with the rules and regulations of Engility and USAID. The DAF will report to the Chief of Party and will interface with Engility on matters related to financial, operations, and compliance. This is a full-time position expected to be based in Bukavu and is contingent upon award and client funding.


  • Effective financial management, including financial monitoring, planning, reporting, and budgetary oversight, including:

  • Leading the development of financial, personnel and procurement policies and plans under the direction of the COP and Engility HQ; and,

  • Overseeing the production of required financial reports and requests.

  • Effective operations management, including personnel, assets, and resource management, including:

  • Overseeing project office registration, local tax compliance, and employment agreements and benefits;

  • Reviewing and verifying invoices, payment requests, and reports for accuracy and timeliness; and,

  • Maintaining strong guidelines and oversight regarding assets inventories and use of program assets.

  • Effective compliance with USAID rules and regulations, as well as Engility policies and procedures.

  • Reviewing partners and/or grantees for compliance and conducting financial capacity assessments.

Required Qualifications:

  • Master’s Degree in business management, finance, administration or related discipline;
  • Mastery of Quickbooks financial package preferred;
  • Experience serving as the Director of Administration and Finance on a large USAID-funded contract in DRC is strongly preferred;
  • Fluency in oral and written English and French is required
